21 Wait Staff Dies in Cheesecake Factory Kitchen

It is amazing to me that restaurants, especially chain restaurants are not required to take CPR and First Aid.
One of my students told me that a 21 years old was prepping in the kitchen when he started choking. He wound up dying. How come none of the wait staff knows the Heimlich Maneuver?
Why don't chain restaurants make it mandatory for them to train their wait staff.
